Abstract

Arena is a Swedish national research and development project that aims todevelop a road user charging system for heavy goods vehicles in Sweden. In this paper the strategies used in developing the concept are presented along with the resulting core processes. It is argued that the concept strategies of keeping functionality with the Toll Service Provider, accountability through a Trusted Recorder, identifying road links rather than true distance measurement and blacklists rather than stopping at roadside, produce a flexible, cheap and secure system that gives room for continuous improvements.
