Abstract

An overview of the problems involved in the measurement of traffic safety are attempted in this paper by discussing certain problems from a general standpoint and others through particular examples of some aspect of the measurement process. In addition to highlighting key problems and pitfalls in measurement work, the purpose of the paper is to develop proposals which could possibly aid in improving traffic safety measurement and program evaluation.
