Assessing and reviewing kerb lane management plans affecting major traffic routes.

Abstract

Approximately two years ago TTM Consulting Pty Ltd was engaged by VicRoads to investigate Australian and international practices regarding the management of kerbside parking along major traffic routes. TTM conducted a workshop involving a range of participants from the real estate, property management, retail, town planning, urban design and traffic management professions. The results from this workshop were combined with the results from literature and other research to produce a set of Guidelines for Assessing & Reviewing Kerb Lane Management Plans Affecting Major or Principal Traffic Routes. These Guidelines were subsequently applied by VicRoads in pilot projects in two of Melbourne's suburban retail/commercial centres situated on major arterial roads. The Guidelines were then reviewed in the context of the pilot project experience. This paper summarises the views which emerged from the workshop, then current Australian and overseas practices and the Guidelines which were developed.
