An assessment of graduated licensing legislation.

Abstract

This paper briefly summarizes the present status of graduated licensing legislation in the United States. All but four states have enacted at least one component of graduated licensing. Thirty-six jurisdictions (35 states and Washington, D.C.) have systems that include both an expanded learner phase and some restrictions on high-risk driving once licensed.
