The PHARE programme was established in 1989 by the European Community. The acronym stands for "Poland and Hungary - Assistance for the Restructuring of their Economies", although the programme now applies to other Central and Eastern European countries, including the Czech Republic of Slovakia. The fundamental objective of PHARE is to support the process of transformation in Central and Eastern European countries from centralised command economies to ones based on market principles. Four key sectors were defined as priorities for assistance: these were agriculture, industry and investment, the environment and training. Training activities are supported by PHARE both on a regional basis (that is, involving all the countries supported by PHARE) and on a national basis. The work described in this paper comprises an analysis of the training needs for the transport sector within Czechoslovakia, which at the time of the study was a single country, carried out by the authors. The paper describes the methodology used for the study, the strategy developed for training and some of the courses proposed. The paper concludes with some comments on the developments in the Czech republic since the consultants' report was presented. (A)
