Abstract

This document is Deliverable 8 of the ESCAPE Project. The report describes work done by the Workpackage 5 partners aimed at obtaining qualitative information from a small number of ‘opinion-leaders’ in 4 European countries on: the present state of enforcement, current problems and attitudes towards a number of new enforcement concepts. The information was obtained by conducting focussed interviews with a small number of such individuals representing the various agencies involved in enforcement in each country. The deliverable also describes the extent of agreement in perceptions and support for specific enforcement practices within the various agencies (e.g. police and courts) in each country.
