Abstract

Commission Delegated Regulation (EU) 2015/962 (European Commission, 2015) requires the Member States to establish national access points to road and traffic data, as well as a common definition of data quality indicators and methods for quality assessment and control of different data types. In this context, the aim of this project was to develop a quality management system (QMS) for the collection and processing of data for ITS services and to provide a specification for roadworks and travel time information. Therefore, - the state of the art has been researched, - criteria, indicators and methods for the quality assessment of road work and travel time information were defined, - an organizational framework for quality management was created, - a certification process of QMS established by organizations (usually data providers) was developed and - a guideline was produced to assist the organizations with the introduction and operation of a QMS. Many of the problems identified in the context of this project can be detected and resolved on the data provider's side, through the introduction, operation and regular auditing of the QMS developed within this project and described in the associated guidelines. Essential actions for this purpose are: - the explicit assignment of the responsibility for the data quality to its providers, - the provision (financing), regular training and motivation of qualified personnel with sufficient time budget, the already started revision of the DATEX II profiles, - the provision of DATEX-II compliant systems for the input and transmission of the information and - the delivery of quality indicators with the information in respect.
