Abstract

This paper discusses the conceptual system development of incident detection. The objective of this system development is to achieve well-controlled and managed road conditions, to make informed predictions of potential hazardous conditions due to unusual weather, and to take action in a timely and appropriate manner. The paper is aimed at the prototyping of the crest monitoring which is designed to monitor and identify cresting waves and is being installed on Route 9, Shimonoseki City. The benefits from the system operation are that the system: (1) enables the maintenance staff to find cresting or any sign of cresting directly after having been notified indirectly by the road users or the general public; (2) enables the staff to alert motorists with information on traffic restrictions or other relevant information at an early stage; and (3) enables the staff to take action at an early stage in a timely and appropriate fashion to minimize the potential of secondary damages.
