Abstract

Traffic management and control at Tel Aviv Municipality aims at alleviating adverse traffic conditions while ensuring mobility and accessibility. To achieve this complex task the Municipality has developed an integrated traffic management and control system known as AVIVIM, which incorporates all the components necessary for monitoring and managing traffic within theurban network. A full description of the system, based mainly on general-purpose software tools and is characterised by an open architecture, is provided. The system's modularity contributes to its versatility and its ability to grow and to adjust its functionality to the evolving demands of traffic engineers and to new technologies. Standard software infrastructureis used to segregate the management layer from the operational layer and iterative software development is considered an important characteristic.
