Abstract

The Australian Bicycle Council (ABC) commissioned ARRB Consulting to develop parameters to prioritise bicycle infrastructure projects. This project has the primary objective of improving the allocation of financial resources to bicycle infrastructure projects through more effective prioritisation of proposals within a works program, series of programs or jurisdiction. This paper: 1. Presents an overview of different project evaluation methodologies and their applicability to cycling projects; 2. Reviews the current state of knowledge and practice in Australian and overseas in the assessment and prioritisation of bicycle infrastructure proposals; 3. Distils this current practice and stakeholder consultation process to produce a set of priorities which are representative of stakeholders’ current practice and applicable on a broad scale; and 4. Outlines a framework for effective comparative assessment of bicycle infrastructure proposals. (a) For the covering entry of this conference, please see ITRD abstract no. E213716.
