Abstract

The design of urban congestion charge schemes within business case proposals to the United Kingdom (UK) Department of Transport's Transport Innovation Fund has presented a variety of competing and sometime conflicting considerations for designers. This paper looks at how balances need to be struck between geographic coverage, revenue, effect on traffic, technology choice, and the treatment of discounts and exemptions.
