Balancing concerns in the development of regulatory noise control.

Abstract

After pointing out that the development of noise-control regulations requires balancing of a wide range of concerns in seeking an optimum solution, 3 major areas which have different concerns in developing such regulations, are examined. These areas are: health and welfare, available technology and costs. Particular attention should be given in a cost analysis to the impact of regulatory action on small businesses or firms that manufacture under regulation.
