Abstract

Where ITS infrastructure projects are being considered, there is a need for both public and private entities to be actively engaged with each other and with the affected stakeholders during all phases of the process to understand the costs, risks and benefits on all sides. Private participation should be planned to combine immediate potential and the realistic possibility of further work later on. The aim of this co-ordination should be a symbiotic relationship that maximized both the public good and the long-term business potential of building effective, sustainable and scaleable ITS infrastructures.
