In the Netherlands, there is a general need to reduce car use. In this paper the road traffic and transport speed is considered as a quality characteristic. The driving time of bus traffic is at the moment (after reducings) the same as the slowest timetables of the sixties. Even the car traffic in towns and regions needs 12.5% more time than thirty years ago. A theoretical consideration is given on financing the total road network. The taxes and other costs of car traffic are also considered. A system is introduced to get the traffic and transport system also payed by a compensation per car trip (tax per car trip). This system can be used to regulate the road use more accurately.
