The evaluation guidelines are a compilation of physical and/or mental handicaps that make people unable to drive or limit their driving ability. They are intended to ease the case-by-case evaluation of driving ability. They are also intended as a reference tool for evaluators who have to judge driving licence applicants or holders with regard to their ability to drive. The evaluation guidelines 'Disease and road traffic' (5th edition, 1996) and the 'Psycho-logical expertise on driving ability' dated 1995 were combined for the 6th edition. The Federal Highway Research Institute (BASt) coordinated the assembly of expert groups, including representatives of the respective professional bodies for further revision. The guidelines are revised and then published online after approval by the Federal Ministry for Transport. The general section of the guidelines contains basic evaluation instructions and deals with the selection and legal position of the evaluators as well as the requirements for mental capabilities and possible ways to compensate for handicaps. The chapters of the special section relate to physical and mental handicaps that can have a long-term impact on the capabilities relevant for the control of a motor vehicle and therefore on road safety.
