Abstract

It is argued that the study of behaviour should be regarded as an integral and essential part of the evaluation of safety measures, since it is the primary means of gaining insight into the working of these measures. It is further suggested that there are many instances where the investigation of behavioural change is the most appropriate, or even the only possible method of evaluation, and that such instances are likely to become more frequent in the future.
