Abstract

This policy effect report offers a description and a prognosis of the road hazard development in relation to current policy, in The Netherlands. The objectives stated in the Second Structural Plan for Traffic and Transport (SVV-II) and the Long Range Plan for Road Safety (MPV-III) are used as a basis. Both the description of the development and the prognoses do not make it clear whether these objectives will be realised. The prognoses indicate that, when selected on the basis of traffic participation and age, a number of road user categories can be designated as problem groups in the near future: (1) occupants of vans and lorries; (2) motorcyclists; and (3 ) the elderly. The policy spearheads examined are: (a) driving under the influence of alcohol; (b) seat belt use; (c) maximum speed; (d) cyclists and moped riders; (e) heavy traffic; and (f) dangerous locations. The analysis of developments seen with these spearheads gives an unfavourable picture. The calculation or estimation of the policy effects on the various spearheads has proven difficult. In many cases, essential data are lacking, such as: a quantified objective; measurable indicator; evaluation tools; an insight into the implementation mode; implementation of policy; and the scope and application of financial and other means. It is recommended to improve the availability of these data.
