Benefit-cost analysis : updated unit costs and procedures.

Abstract

An analytical procedure for determining the benefit cost or cost-effectiveness of a particular freeway surveillance or traffic control project or for determining which of several alternative projects will best achieve a desired goal or set of goals, is presented. The updated user costs like vehicle running cost, travel time cost, and accident cost are applicable to conditions in the urban areas of Texas. Also, data on air and noise pollution, as well as other highway impact data, are included. The impact of the energy shortage on the relative costs is discussed.
