The motorway network in The Netherlands is highly congested and this situation will remain in the near future. Reduction in the freedom of movement, which is strongly related to this phenomenon, seriously conflicts with increasing societal demands regarding reliability, predictability and flexibility of the transport system. In an attempt to relieve the existing situation, specific measures are being introduced aimed at better utilisation of the existing capacity. TNO Inro has integrated all these measures into a vision. This vision addresses various aspects, for example, capacity of the infrastructure, overall capacity of the transport system, structure of the network and space available for extensions. In this way, the traditional scope regarding the optimal utilisation of the capacity of the transport infrastructure was broadened. All measures geared at making better use of the existing infrastructure can be situated in a development process. It becomes clear which steps are still ahead of us. The above-mentioned vision was applied to the `Haaglanden' project. Systematically, the transport system was analysed and checked on possibilties for improving utilisation of the capacity.
