Abstract

Accessibility as planning framework for interventions in traffic and transport. Transportation planning can be characterized by some approaches, which can counteract neccessary flexibility in today’s planning. Particulary the systems view to transport in which equilibrium of supply and demand is the leading theme, doesn’t provide a sufficient planning framework. It is not a normative base that allows decision making. This article suggest to take accessibility or action space for human activities as the leading framework. The meaning of accessibility has a theoretical and analytical background, it allows to generate alternative designs because of its normative content and it can be seen as a quality characteristic for bench mark existing situations. The latter application can open also the political discussion about likely interventions and where to apply these. In the article accessibility is nominated as the base for evolutionaty approaches to system development. An example is given of the application of accessibility to the design of new directions for land use and transport development in the province of South Holland. (Author/publisher)
