Guarantees for accessibility during road construction projects. Grontmij has successfully applied a Paramics microsimulation model to determine the optimal phasing of road reconstruction work. The necessity of the reconstruction is agreed upon by all parties involved and broad support is developed for the project. However, the client, the Province of North-Holland and other involved parties in the region were very concerned about worsening traffic conditions and accessibility during the three years of reconstruction. The simulation model was used to determine how unavoidable congestion relating to the reconstruction could be mitigated. This study demonstrated that the Province was seriously working to limit the negative impact of the reconstruction. The results of the study were used to establish requirements for construction firms making proposals for the design and construct contract for the reconstruction work. A series of model tests were used to determine the quality of the mitigation plans included in the different proposals. (Author/publisher)
