Abstract

This document provides guidance of best practice in street works, building on the principles of the Highway Authorities and Utilities Committee Codes of Practice and best practice in highway works under the Highways Act 1980. It focuses on planned major works and planned maintenance and works on busy and strategic roads. The principles of best practice in co-ordination are described. The production of works notices is discussed. Works planning, consultation and co-ordination processes are outlined. Working on site is considered with reference to advance communication, identification of works on site, safety and protection of the works, courtesy and consideration for the public, and protection of the environment. The quality of reinstatements and highway works and performance monitoring and quality audits are discussed. Examples of techniques to improve co-ordination and to minimise inconvenience and disruption are presented.
