Abstract

In December 2000, the Directorate-General for Freight Transport of the Ministry of Transport commisioned Alons & Partners Consultancy to assist in showing the problems around road safety of delivery vans, and the organizations which (can) play a role in this. In the first phase of the assignment, this Dutch bureau started with a problem analysis based on the available documentation. Next, an analysis was made of all parties which (can) play a role in freight transport by delivery vans and of safety aspects involved in this. On the basis of interviews held, a qualitative overview was made of the problems experienced by the various organisations with road safety and delivery vans, as well as possibilities for solutions. In the final phase of the assignment, two workshops were organised in which the various parties jointly dealt with the problems and possibilities for solutions around delivery vans and road safety. This report presents the findings of all these activities performed. There are indications that delivery vans are relatively highly involved in road accidents. However, this could not be based on figures in a good manner using the available documentation. It is emphasized that the problems and the target group(s) around road safety of delivery vans are not yet clear enough. All parties involved have the impression that unsafe traffic situations are caused mainly by: (1) inadequate management of organisations, (2) driving ability, (3) driving behaviour, and (4) vehicle-technical aspects. Possibilities for solutions can be found in these directions.
