Abstract

The evaluation of bicycle regulation enforcement is a very difficult problem and few unambiguous measures exist that bear directly and solely on the enforcement activity. The evaluation of enforcement practices and application of available effort levels would benefits from a review matching warnings, prosecutions and accidents on comparable categories The relative effectiveness of the efforts available for enforcement purposes could then be more clearly assessed.
