Abstract

Until recently few local authorities had considered the need for cycling network plans covering entire regional areas. Even fewer had implemented and evaluated such plans. The fremantle city council from 1980 to 1987 set about establishing fremantle as a 'bicycle friendly city'. Using detailed field monitoring and evaluation data gathered over those years, this report analyses the cost effectiveness of their bicycle planning, and the transport effectiveness of fremantles safer cycling routes.
