Abstract
Community programs containing the full compliment of engineering, education and encouragement, but lacking law enforcement, have had low behavioural changes. Bicycle law enforcement forms an all important backbone of any community program. This is true from the first data gathering steps, through education, and issuing of citations and warning. Bicycle riders and the safety community are in agreement that there are many areas to fine tune when it comes to supportive bicycle legislation. Following four successful years in the legislature Florida Department of Transportation offers a bicycle legislation action plan.
