Abstract

The road safety education task is to promote behaviour which minimises risk. Often there is no clear distinction between safe and unsafe behaviour; rather it is a matter of degree. No amount of educational effort can compensate for the reality that young children have not yet developed intellectually the capacity to make the complex judgements needed by the cyclists in traffic. Therefore the adults should help them.
