Abstract

Bicycle safety programs are of particular value to the community since they have both short and long-term benefits. To achieve these ends with maximum efficiency, a "National Bicycle Safety Plan" is proposed to be implemented over a five year period. Its quantitative aim is to make bicycle use for all age groups as safe as that for motor vehicles. Commencement in mid-1987 is suggested, with the previous year devoted to infrastructure establishment and data gathering.
