Abstract

A systems analysis of safe automobile driving performance reveals that it consists of three components: the driver, the vehicle, and the highway. The fundamental controlling factor is the operator of the vehicle. The "cause" of an accident is almost invariably assigned to one or another of a category of driver errors whenever there is no apparent evidence of defect or failure in the highway, the vehicle, or the driver's physical condition.
