Abstract

In the civil engineering sector, projects into being according to a conventional organisation model whereby the customer is responsible for the design and the contractor for the execution. However, there is a great need for new, more flexible forms of collaboration in which the contractor can be concerned in design and execution duties. The RAW2000 system provides all the necessary conditions and resources for the shaping and contractual fulfilment of the various collaboration concepts. The customer can use the general conditions to establish his choice for a responsible collaboration with the contractor. A distinction can be made between the following forms of collaboration: The traditional collaboration concept where responsibility for the design and execution is separated; The (long-term) maintenance framework concept in which there is a contractual relationship with division of responsibility for the design. The responsibility of the customer for the design is laid down in a framework agreement. The contractor is responsible for the execution; The integrated collaboration concept in which there is a division of responsibilities in the contractual relationship which must be named and established in advance. The contractor bears full responsibility for the design & construct contract and the turnkey contract. The RAW2000 system indicates the combination of administrative frameworks and resources which are required to fulfil (new) collaboration concepts in projects by fulfilling the aspects of building organisation, contract, form of tendering and provision of project information. The blueprint RAW2000 is the starting point and provides the basis for further developments in co-operation and types of contract in the civil engineering sector.
