Abstract

The Boston Transportation Planning Review has tried to deal with weaknesses in the planning process such as scale, breadth of evaluation, modal bias, and closed-shop appearance of past planning studies. Boston will pursue an increased transit program and a highway oriented transportation management program. More important than the decision was the reason behind it. It was demeaned to be not possible or desirable to try to provide sufficient highway capacity for all those who "demand" it.
