Abstract

This report is intended to assist policy makers in designing a policy strategy on telematics and road safety. Based on a consideration of the existing knowledge and insights into the telematics field, traffic and transport and safety, possible directions and alternatives are given for the policy to be formulated. A telematics policy for road safety should fit within a more broadly defined telematics policy for traffic and transport. For this reason, the report describes the developments taking place in this area and the policies that have already been formulated. An inventory was made of existing and developing telematics systems that are relevant to road safety. For this purpose, the classification of the purpose, the classification of the phase model for road safety was applied. The consequences of both directions of approach - policy and telematics - are indicated for the formulation of a telematics policy for road safety. For each phase in the traffic process, it is indicated which telematics systems could offer a safety gain, and which systems should be assessed to determine possible negative effects on road safety. The possible points of departure for the formulation of a telematics policy are indicated per phase.
