Abstract

Since the introduction of the Traffic Regulations and Road Traffic Signs Code (RVV 1990) in The Netherlands, the question of whether a moped should be permitted to use the road has arisen again. This report investigates which guidelines can be recommended in this context. The report also investigates whether legislation is required for the `moped on the carriageway' measure. The report describes the following two options: (1) `Moped on the carriageway' will become a general rule in The Netherlands, in principle; and (2) the road authorities decide where the measure is to be applied. The SWOV Institute for Road Safety Research recommends that the measure could be made generally applicable for inside built-up areas in The Netherlands. The SWOV makes this recommendation, provided that the ongoing `moped on the carriageway' trial demonstrates the same favourable effects on traffic safety as shown by earlier research.
