Abstract
State departments of transportation have relied on alternative project management methods and on partnerships and alliances to complete an overloadof projects on schedule and cost-effectively with limited staff. This article presents an array of practical tips for effective partnerships, covering communication, organization cultures, team dynamics, and more. A case study--the Interstate 15 reconstruction project in Salt Lake City, Utah--provides an example of the successful application of the art of communication to build and sustain partnerships and project delivery.
