Abstract

ITS user services are produced by both public and private sector. In a small country like Finland, the public sector has to take an active role in the provision of ITS infrastructure as a platform for both public and private user services. In Finland, the development of the ITS infrastructure was initiated as a programme managed by the Ministry of Transport and Communications. The programme concentrates on a number of priority areas for public sector action to build up the ITS information infrastructure as well as national expertise and product development. The first results in the areas of multimodal transport information system, evaluation of ITS projects, port operations management and ITS for small road haulage companies indicate the success of the approach.
