Abstract

This paper describes the adoption of the Urban Traffic Management and Control (UTMC) standards in the different phases of the delivery of the Bus Information and Signalling (BIAS) project in Glasgow, UK. The role played by the UTMC standards in the procurement phase, contract letting process, and project implementation is outlined. The application of the UTMC standards in the project has enabled the integration of the new urban traffic management and control (UTC) and real time passenger information (RTPI) systems and the provision of an integrated fault management system, strategy management function and performance evaluation facility. The benefits associated with adopting the UTMC approach included the underpinning of the Streamline Partnership and benefits in communication systems leading to a faster and more reliable bus service. The BIAS system will provide a sound base on which Glasgow City Council and its partners can continue to improve their traffic and travel management systems.
