Abstract

The report of the high level group on infrastructure charging stated that transport charges are not efficient unless they reflect all the costs, including the external costs, of the use of transport. It also suggested further guidance was necessary on how to estimate the various elements of marginal costs. To this end, the working group on transport accident costs was established. Chapter 2 defines the costs the working group considers relevant, the nature of accident risks, the determination of costs and any differences that may occur between different modes. Chapter 3 considers the different mechanisms available for charging these costs to users. And Chapter 4 offers the working group's conclusions and recommendations to the high level group.
