Abstract
Policy decisions will have to be made soon in order to tackle the personal mobility problem and to produce better use of existing transport infrastructure networks. It is obviously necessary to widen the definitions used for capacity. Even the technical definitions are not so clear as they appear to be at first sight. The highest possible level of highway use is under both technological and social constraints.
