Abstract
Willoughby City Council in New South Wales commissioned ARRB Group to undertake a comprehensive assessment of Northbridge Plaza car park to improve safety and security. The open-air car park comprises 303 public parking bays. Public parkers and loading vehicles traverse through the open air car park to access the basement of the shopping centre. ARRB used its public safety and risk assessment technique specific to car park environments (a procedure known as the SAFE assessment) to examine perceptions of personal safety; presentation and appearance; safety and lighting; efficiency of design; and layout of the facility.
