In November 1993, the Council of Ministers approved the creation of a Community data bank on road traffic accidents in Europe (CARE), comprising statistical information of reported road accidents in the European Union resulting in injury or death. The Directive (93/704/EC) requires Member States to establish the road accident statistics and to communicate these data for a given year in the Statistical Office of the European Communities, for the first time before March 1994 for the years 1991 and 1992. It was agreed that within three years the Commission should prepare a report on the results of the project so that a decision could be made as to whether or not it should continue.
