Abstract

In Groningen the traffic program starting in 1972 said: (1) pedestrians must have priority to traffic on wheels; (2) no through traffic in the inner-city; and (3) car drivers can not dominate. Preliminary effects should be car traffic reduced with 40% noise level reduction; hardly more pedestrians on the streets, parking places will remain fully occupied.
