Abstract

Acadia National Park (ANP) in Bar Harbor, Maine is the site of an intelligent transportation system (ITS) field operational test (FOT). This FOT involves the deployment of varied ITS technologies, including several transit ITS components. These components are automatic vehicle location (AVL), real-time arrival sign, automated annunciation and automatic passenger counting (APC) systems. The process that was used to identify appropriate transit ITS technologies for the FOT and will be used to support procurement and deployment relies heavily on the consensus of a variety of project stakeholders. These stakeholders represent public, private, non-profit and Federal government organizations. Each stakeholder has his/her own expectations of the project and the potential benefits. Consequently, stakeholders can hold differing opinions regarding appropriate technologies, system functionality, etc. This paper describes the challenges associated with stakeholders' input to the whole ITS deployment process - from the selection of ITS components, to the design of system functionality, to procurement, to deployment.
