Child passenger protection : the Tennessee enforcement strategy.

Abstract

Tennessee, in 1978, become the first state to enact child passenger safety legislation. Law enforcement participation in the program was minimal until the fall of 1979 when the Tennessee Highway Patrol undertook a unique approach to enforcement of the legislation. The strategy has resulted in active enforcement and support for the law among police personnel and strengthened its public acceptance.
