The child restraint device (CRD) loaner programs inTei.nessee veere evaluated. Interviews veere conducted wittiloaner program clients in Memphis, Chattanooga, andKnoxville. Clients veere asleed their opinions in the areasof child passenger safety, health and safety, governmentintervention, and loaner programs; administrators veereasleed about program procedures witti an emphasis ofeffectiveness and efficiency.
