Abstract

The objective of the Virginia Department of Motor Vehicles's Child Safety Seat Programm is to ensure that Virginia's indigent population is afforded the means to properly secure their children, under the age of four, while being transported by motor vehicle. Virginia's 1983 child restraint law mandated the development of a statewide child safety seat program for Virginia's indigent population, to issue child safety seats, and to promote their proper use. Open to the parents, foster parents, or legal guardians of children under the age of four, the program is free to applicants meeting financial eligibility requirements. Since its beginning, the program has issued over 55,000 safety seats. (A)
