Abstract

The difficulty in securing citizen participation is discussed. Typical situations involving transportation are described. Pre-public-hearing information meetings are more constructive and successful in obtaining the opinion of the truly concerned. Highway controversies over rural roads and controversy involving jurisdiction over sea transportation are the issues covered in an informal discussion, which is added.
