Abstract

The views of the Pennsylvania Department of Transportation on citizen involvement in transportation planning, location and design are presented. Past and current efforts are recounted and recommendations are made for extending and perfecting those efforts. The functions of citizen participation are defined and the needs it satisfies are classified.
