The City of Port Phillip has developed as a "Road User Safety Strategy". It uses traditional data sources (CRASH STATS), supplemented with travel trend data from the Victoria Activity and Travel Survey (VATS), hospital admissions, and the Australian Bureau of Statistics community profile data. The typical hierarchy of road users is challenged, and in contrast to strategies that emphasise the dominance of cars, Port Phillip's strategy places the needs of 'soft road users' at the centre of the approach. Accordingly, pedestrians' needs are the foremost priority followed by bicycles, public transport users and finally cars and trucks. Using this approach, the Strategy currently being developed, will enable facilities for pedestrians to be improved, exposure for all road users to be reduced, overall vehicle traffic to be reduced, traffic accidents to be reduced, and the Port Phillip community to becoming more sustainable.
