Through the 1970s, 80s and 90s there has been an increasing concern that local air pollution and noise have negative effects on peoples health and well-being in towns and built-up areas. In 1998 the Norwegian Ministry of Transportation initiated the project Clear City Air to develop a system to impose traffic restrictions and inform road users on days with high predicted concentrations of NO2 and/or PM10 in the five major Norwegian cities: Oslo, Bergen, Trondheim, Stavanger and Drammen. This system was first tested on March 30th 2000 when the driving speed on the major roads in and out of Oslo were lowered to 60 km/h. A law prohibiting the use of all cars older than January 1st 1989 on days with high expected concentrations of NO2, are suggested but not in effect. (A)
