Abstract

In The Netherlands vehicles for disabled persons are equated with pedestrians in traffic regulations. However, almost no provisions are made for these vehicles, making it impossible for them to drive on footways and forcing them onto the roadways. The regulations illustrate the way in which society fails to make adequate provision for the disabled driver.
